Our MissionThe Public Employees Federation (PEF) is a union representing 57,000 professional, scientific, and technical state employees. Our dedicated and talented members - NY's professional work force - keep our state government operating efficiently and provide quality services for all New Yorkers. PEF promotes the welfare of its members by representing them on all terms and conditions of employment. PEF works to improve wages, hours, and conditions by organizing members, negotiating with management, and maintaining strong legislative programs. The members of Division 399, Binghamton make up a unique, highly educated and talented workforce. Our members fill more than 250 separate job titles at the DDD office in Binghamton, NY. PEF Division 399 exists to serve its members. The stewards and officers are fellow members of PEF 399 who are also committed to ensuring that the terms of the contract negotiated by PEF on our behalf are fulfilled and that all our members are treated fairly. Release regarding agreement 6/5/09 PEF and Gov. David
Paterson came to agreement June 5 regarding the threatened layoffs. The
agreement provides for a two-year no-layoff pledge, a non-pensionable targeted
severance buyout of $20,000 for eligible employees, and more access by PEF
members to programs that allow for voluntary reductions in work schedules.
Under the agreement, PEF will not oppose the governor’s proposal for
a Tier V in the retirement system for future hires. Details
of the severance buyout and the governor’s Tier V proposal can be found on
the PEF Web site. Given
the significant movement by the governor from his original demands for
concessions from the state’s work force and in consideration of the
deteriorating condition of the state’s finances, this represents a
reasonable accommodation which provides cost savings to the state in lieu of
layoffs, while preserving the integrity of our contracts. PEF leaders are
disappointed the governor continued to insist on additional sacrifice from the
state work force, beyond cuts already made to agency operations.
Under these difficult circumstances, PEF stands ready to continue to
provide high-quality services to the citizens of the state to the best of our
ability.
